Agree! We have 40 universities, all trying to do pretty much the exact same thing, with varying degrees of success, but no incentive to experiment, given the bureaucratic oversight, funding model, etc. And very substantial barriers to entry for any new entity wanting to innovate. With predictable results that would not have surprised Hayek.
